Ovulation test strips just tell you when you have a certain hormone called Luteinizing Hormone (LH) present at a certain prerequisite high level. A surge of LH is what causes ovulation, but it doesn't cause ovulation all the time-- it fails often enough. Some women regularly experience TWO surges of LH in their cycles because the first one fails to do the job. Other women experience an LH surge that still doesn't result in ovulation at all.
